Projects the candidate will be working on:

  • The Deputy Account Manager fills the role of Account Manager in that persons absence.
  • The Deputy Account Manager plays an active role in day-to-day management of the Account so as to be knowledgeable and aware of all issues, concerns, and requirements, including integration management amongst the various programs served by, and the components that make up, the eligibility enterprise.
  • The Deputy Account Manager also serves as the Operations Manager, managing staff assigned to all operational business activities, day-to-day operations of the integrated eligibility enterprise.
  • The Deputy Account Manager assists with oversight of the modernized E&E DDI and supports federal reviews including gate post reviews, CMS, State, and/or federal certification processes and any other federal review requirements
  • ** Should be hands-on, providing both leadership to the DDI and Operations team as well as subject matter expertise and tactical execution.
  • ** Must quickly get up to speed on design validation activities, SIT, and immediate phases of the SDLC while working with a matrix group of stakeholders to ensure success.
  • ** Must be knowledgable in one or more of the following domains related to system implementations: child welfare, child support enforcement, and/or healthcare and family assistance programs (i.e. - Medicaid, SNAP, TANF).
  • ** Willing to consider candidates that require sponsorship.

Top Requirements:

  • Integrated eligibility SME, previous experience working with State agencies, track record of success in a large system implementation At least 4 years for each (can overlap).

Top Responsibilities:

  • Serves as the point of contact for the WV IES project manager taking an active role in day-to-day management of the account
  • Responsible for day-to-day project activities and managing all issues, concerns, and requirements including integration management and solution components
  • Responsible for Maintenance and Operations (M&O) activities for the integrated eligibility enterprise
  • Serves as the Operations Manager, managing staff assigned to all operational business activities, day-to-day operations of the integrated eligibility enterprise
  • Provides support for all federal reviews, Centers for Medicare & Medicaid Services (CMS) processes, State and/or federal certification processes, and other agreed upon critical functions and processes
  • Maintains M&O-related communications with DHHR including project management, scheduling, and status reporting
  • Assumes the role and responsibilities of the Account Manager during any absence or incapacitation of the Account Manager
  • Provides overall direction and project management for the WV IES Project team in the implementation, enhancement, and operations of the solution and its components
  • Coordinates the completion of deliverables across functional areas
  • Provides subject matter expertise in project methodology, resource allocation, and facilitation
  • Serves as the primary point of contact for DHHR regarding DDI and M&O project management activities
  • Provides support for all federal reviews, CMS processes, State, and/or federal certification processes, and other agreed upon critical functions and processes
  • Should be hands-on, providing both leadership to the DDI and Operations team as well as subject matter expertise and tactical execution.
  • Must quickly get up to speed on design validation activities, SIT, and immediate phases of the SDLC while working with a matrix group of stakeholders to ensure success.

Skills/attributes:

  • A total of four years of experience in:

  • Management of an organizational unit within a Human Services Department in a U.S. State or territory; and/or

  • Management of an organizational unit within a Human Services Department which is performing operations in a State that are of similar scope to the services that West Virginia has requested; and/or
  • Experience in other large healthcare- integrated eligibility setting or Agency contracted with the State/Territory responsible for the performance of the same.

  • Must be knowledgeable in one or more of the following domains related to system implementations: child welfare, child support enforcement, and/or healthcare and family assistance programs (i.e. - Medicaid, SNAP, TANF).

Working Time:

  • 8am-5pm, Monday through Friday

Interview Process:

  • At least 2 rounds by phone and if travel is permitted likely one in person. Interviews are not technical and are more conversational.
